Right time, right place? An evaluation of the Individual Budget approach to tackling rough sleeping in Wales
In 2011 the Welsh Local Authority Homelessness Network sought to explore new and innovative solutions to tackling long-term homelessness. The Network worked with a number of local authorities to help fund fresh approaches to working with entrenched rough sleepers. Five pilot areas were provided funding: Cardiff, Newport, Swansea, Bridgend, and Ynys Mon & Gwynedd.
The overall aim of the evaluation was to evaluate the successes and failures of these five pilot projects and to develop an understanding of why and where things worked well or were successful.
